One of my brothers friend broke the chain on my high hat stand. Is it possible to buy a new chain somewhere and repair it myself, or do I need a new stand altogether.

You can go to a guitar center or a sam ash and they always have little parts like that and they will fix it for you.
I would recommend just getting a new hi hat stand though. PDP are really stepping up with their stands and they are cheap! I would go out and get one of their hi hat stands.
